These connectors consist of a short length of wire with a plug or socket at one end, while at the other end, they have bare wire ends. The white neutral wire from the branch circuit lands on a separate terminal screw on the breaker itself. This allows the breaker to monitor the current imbalance between the hot and neutral wires. Your PSU may have come with two separate PCIe 8-pin cables - one with a single 8-pin PCIe connector, and another with two 8-pin PCIe connectors, which we refer to as "pigtail".
