(FOA) was founded in 1995 to help develop the workforce to build the fiber optic networks to support a rapid expansion in communications and the Internet. In response to such demands, ARTERIA and AT TOKYO have entered into this Agreement to install an optical fiber communications cable that will cross the Tokyo Port using the Horizontal Directional Drilling method (hereinafter, "HDD method" *2).
