Well, you can bond two electrical terminals together to establish continuity, but if neither terminal has continuity to ground (or a terminal that does), they are not grounded. In Mike Holts video, someone asked him if the grounding electrode conductor can be connected directly to the X0 terminal of a separately derived system (transformer secondary).
